The Management Committee of the State Administration Council held its meeting 8/2021 at the meeting hall of State Administration Council Chairman’s Office here this afternoon, with an address delivered by Chairman of the State Administration Council Commanderin- Chief of Defence Services Senior General Min Aung Hlaing.

Also present at the meeting were Vice Chairman of SAC Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win, Union ministers General Mya Tun Oo, Lt-Gen Soe Htut, U Wunna Maung Lwin, Lt-Gen Yar Pyae, Lt-Gen Tun Tun Naung, U Win Shein, U Aung Naing Oo, U Ko Ko Hlaing, U Chit Naing, U Ko Ko, U Tin Htut Oo, Admiral Tin Aung San, U Khin Maung Yi, U Aung Than Oo, U Myint Kyaing, Dr Charlie Than, Dr Pwint Hsan, Dr Nyunt Pe, Dr Thet Khaing Win, U Shwe Lay, Dr Thet Thet Khaing, U Maung Maung Ohn and U Saw Tun Aung Myint and Union Attorney-General Dr Daw Thida Oo.

First, the minute of the meeting 7/2021 of the SAC Management Committee of the Union of Myanmar was approved.

In his keynote speech, the Senior General said the government has the responsibility to develop the economy of the nation and ensure its peace and stability. SAC during its tenure will fulfill the necessary requirements. The Tatmadaw, the administrative bodies, departments related with the legal affairs and the Myanmar Police Force are mainly responsible for peace and stability. Personnel involved in the management affairs are responsible for the economy.

During the recent visits to Kayin and Mon states, it is found that the two states could fulfill their local food demand. Although some townships relying on border trade cannot produce adequate food for local consumption as they are not able to carry out agricultural business fully, both states have enough food supply for local demand.

The country has about 2.67 million acres of summer paddy plantations and about 15 million acres of monsoon paddy plantations. There is domestic rice sufficiency as well as rice export. Efforts to increase per-acre yield without extended acreage will ensure higher yield and more surpluses. For high yield,

quality strains, enough irrigation water and enough agricultural inputs are also required. And it will contribute to increase farmer income and national economy. This is why officials from relevant and other ministries, when they are assigned to their respective regions, need to encourage local farmers to use land efficiently and increase per-acre yield. No matter what crop is grown, cultivable land should be used effectively. Likewise, livestock breeding tasks must be systematic, the Senior General said.

When it comes to use of land, he said agricultural lands are being lost due to a failure to fully implement urban and housing projects. Therefore, responsible officials need to manage effective land utilization in implementing urban projects. All characteristics included in implementing new town plans must be considered for the future such as sport grounds, schools, hospitals, parks, markets and land for social organizations.

It is necessary to avoid any loss of agricultural land in choosing land for building new towns. Moreover, river-water pumping projects must be implemented so that there will not be shifting farming practices any more. Measures must be taken to ensure enough irrigation water and drinking water in the regions with water scarcity. As “climate depends on forests”, efforts are necessary to avoid deforestation.

Since there is still use of firewood and charcoal, firewood plantations must be established to maintain the forests. Forest conservation and reforestation measures are required as a national task. Forest conservation will lead to less natural disasters caused by climate change, the Senior General stressed.

Concerning businesses, it is necessary to promote domestic and foreign investment, to offer assistance to enable businesses to operate regularly and to proudly help them as much as possible for the prosperity of fellow national races.

The entire people are required to abide by existing laws for peace and stability. Taking measures in accordance with the law will make the entire people happy and they will abide by the law. When they firmly abide by the law, stability can be maintained.

Businesses in the world are based on the agriculture, industrial and service sectors. As Myanmar is an agricultural country, it is necessary to exert efforts for the success of the agricultural sector and to operate industries based on agricultural products. Responsible officials are required to supervise banks to facilitate banking operations, which are included in the services sector, without interruption. It is also important to take measures to raise the education standards without fail. At present, schools have been reopened and attendance has increased in terms of percentage. Relevant ministries are required to encourage students who are studying in basic education schools, universities and colleges not to be absent from school.

It is necessary for relevant security bodies, administrative bodies and duty conscientious people to cooperate for the security of students who are studying. In conclusion, the Senior General said that the society will see progress if the economy of the country is thriving and there is an abundance of intellectuals.

Then, participant ministers reported on relevant matters of respective ministries and sought approvals.

Afterwards, the Senior General spoke of health saying life expectancy of the country was lower than that of neighbouring countries if compared. Our nation is in much need of health, and basically, eating style is important for ensuring good health and immune system. Based upon the eating style, our people in old days are as healthy and strong as those of other countries, and lately, it has been seen that they are less healthy, fit and developed in body growth.

Therefore, we need to implement nurturing tasks for ensuring healthiness,

fitness and body growth of next generations in future. Thus, it is required to encourage consumption of not only rice but wheat and to carry out tasks for enabling the people to fully eat foods, fish and meat for their nourishment. It is needed to take measures to be fully sufficient in foods for all walks of life and to reform eating style in accordance with health. Mainly, it is needed to reduce eating cooking oil and monosodium glutamate.

In this regard, it is needed to take measures of educating the people for having less alcoholic drinks, cigarette and betel quid that are harmful to health. Officials concerned are to cooperate and coordinate to ensure healthiness and fitness of the citizens so that they could live as long as their life span.
