To realize their 2020 Arakan Dream, AA terrorist insurgents in great numbers have been attacking security outposts since 4 January 2019. In the process, they recruited innocent local people in northern Rakhine State, some through using extreme nationalism and other through coercion and fear. They also used village and town people as human shields.

Owing to Tatmadaw’s effective counter insurgency operations against AA terrorist insurgents, their activities and offensive capacity waned in the region at the end of 2019. Beginning 2019, however, they attempted to control Paletwa and northern Paletwa region which had been their original route into Rakhine. The aim was to break the government’s administrative and security machinery by cutting off land and river routes to the region.
