Township surgeon cruelly shot to death by armed insurgent group without any reason on her return from Mongse Village in Kutkai Township in Shan State (North) after administering COVID-19 vaccines

Township Surgeon Dr Daw Wint Wint Myaing (Single) of Kutkai People’s  Hospital, 50, daughter of U Maung Maung was cruelly shot to death by an armed insurgent group without any reason on 14 December evening.

A team of five people led by the deputy township administrator and another  team of five people led by Township Surgeon Dr Daw Wint Wint Myaing were  administering COVID-19 vaccines in Mongse Village in Kutkai Township starting from 10 am on 14 December and left for Tamoenye at about 6 pm in two cars. While the team led by the deputy township administrator stopped at the Office of Township Administrator of Tarmoenye Township to  collect vaccination records, the fivemember team led by Township Surgeon Dr Daw Wint Wint Myaing continued to Kutkai.

When the team arrived between Mawhan Village and former Naungcho  Village, an armed insurgent group (still under investigation) forced them to stop the car and ordered all the people to get out of the car. Then, the group cruelly shot Dr Daw Wint Wint Myaing  alone to death from close range with a light weapon and she fell down with gunshot wounds at the scene. Then, the insurgent group forced the remaining healthcare staff to drive back to Tamoenye by turning off headlights. The team led by the deputy township administrator, which was left at Tamoenye, arrived back at Kutkai at 8.45 pm and tried to contact the team led by the township surgeon as they failed to arrive back. At about 11 pm, the driver of the township surgeon reported the incident to authorities, saying an armed insurent group came out of the  darkness of night and forced them to get out of the car using Burmese language but Jingphaw language was heard when they talked to each other. Then, security forces and local social organization launched a search operation and found the township surgeon dead with five gunshot wounds on the left of Tamoenye- Kutkai road near former Naungcho Village. Security forces carried her body back and arrived back at the people’s hospital at about 12.30 am.

Township Surgeon Dr Daw Wint Wint Myaing is a native of Lashio and has  been performing duties at Kutkai People’s Hospital since 2002. She is a good  public service personnel who is friendly with departmental personnel including local national races.

However, threats were sent to her as she did not participate in the CDM  movement and security forces have provided security for her. As she visited Mongse Village, about 70 km for Kutkai, on a day return trip to administer  vaccines to protect local national races from the pandemic and she has been enjoying public support, it was not expected that she would be violently killed in revenge. Therefore, she did not request security arrangements and encountered the tragic incident.

As such a good public service personnel like her was unexpectedly killed cruelly by terrorists based on their wickedness, local national races were sad and angry while a good public service personnel was lost for the State and the Ministry of Health. As security forces on the ground are launching an investigation to reveal the armed group which committed terrorist acts without any reason, authorities have requested local national races to give related information secretly to security forces.
