State Administration Council Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win addresses National Committee on Rights of Persons with Disabilities meeting 2/2022

National Committee on Rights of Persons with Disabilities held meeting 2/2022 at Ministry of Social Welfare, Relief and Resettlement here this afternoon, addressed by Chairman of the committee Vice Chairman of State Administration Council Deputy Prime Minister Vice-Senior General Soe Win.

Present were Union ministers, deputy ministers, member of Nay Pyi Taw Council, the Tax Appellate Tribunal chairman, permanent secretaries, directors general and officials. Myanmar Human Rights Commission vice chairman, members of region and state committees on rights of persons with disabilities, the secretary of (temporary CEC) of Myanmar Federation of Persons with Disabilities, representatives of organizations on persons with disabilities, and officials took part in the meeting through video conferencing.

The Vice-Senior General said the country is in progress in overcoming the COVID-19 global pandemic, and it has laid down post-COVID-19 programs for social development of persons with disabilities. Under the guidance of the national committee, Ministry of SWRR is paying the leading role in approving the five-year strategic plan (2022-2027) on rights of persons with disabilities, modifying the subcommittees, registering the persons with disabilities, increasing the amount of funds for persons with disabilities, and providing effective support for organizations on persons with disabilities and implementing the tasks.

  The strategic plan was drawn in accord with the Myanmar harmonious and sustainable development project, and ASEAN strategic action plan 2025. It was launched on 15 September. Relevant ministries and subcommittees should implement their own action plans and to send budget applications in accord with financial rules. 

Nine subcommittees on health, education, employment, natural disaster and other emergency issues, women and children with disabilities, availability of information technology, justice, research and monitoring were set up to ensure  rights of persons with disabilities.

Disability level fixing and registration  has  been  carried out in four initial project areas – Pobbathiri in Nay Pyi Taw Council Area, Hlaingthaya Township in Yangon Region, Hpa-an Township in Kayin State, and PaO Self-Administered Zone, Hopong Township, Shan State (South) to effectively help persons with disabilities. A new plan covering 330 townships of the country will also be drawn. Immigration and Population Ministry and SWRR Ministry should make coordinated efforts to conduct disability registration in performing the 2024 census.

The Rehabilitation Department and the Monetary Supervision Department are to jointly disburse the Ks-3 billion capital fund for the persons with disabilities without waste to the microfinance organizations under the three-year short term loan plan so as to increase the fund. The increased fund must be spent on education, health, social and welfare of the persons with disabilities, in order to actually benefit the disabled persons.

The loan disbursement committee, the loan scrutiny body and loan supervisory bodies are formed under the control of the national committee. The workshops must be held for the persons with disabilities and their organizations so as to implement the socio-economic life enhancement and drawing of rules and regulations for the increased fund.

It is important for the persons with disabilities to have vocational education, job opportunities and own income to be able to live with prestige and dependence. Plans must be drawn for the persons with disabilities to regularly attend the vocational training coursed conducted by the Ministry of Border Affairs, the Ministry of Cooperatives and Rural Development, the Ministry of Industry, the Ministry of Labour and the Ministry of Science and Technology.

In order to increase job opportunities for the persons with disabilities, it is necessary to raise the knowledge awareness on the law on rights of the persons with disabilities, the rules and quota process to industrial zone committees, entrepreneurs and managers. Moreover, it is necessary to honour the work forces and organizations which appoint the disabled persons.

In implementing the rights of the persons with disabilities, it is necessary to enhance health and fitness as well as sport sectors for them on one hand.

The Vice-Senior General expressed his delightedness that a  total  of  69  disabled  athletes participated in the 11th ASEAN Para Games held in Surakata (Solo) of Indonesia and secured 14 gold, 12 silver and 17 bronze medals, totalling 43. It stands 6th position among 11 contending countries. Although the sports aim to primarily have health and fitness, victories in the sport competitions help uplift the prestige of the State and the people in the international community. As such, enhancement of the sport standard is a national duty.

Myanmar athletes with disabilities are capable and uplifting the prestige of the State. The Prime Minister himself deservedly honoured them. Efforts must be made for turning out the new generation disabled athletes.

The  Vice-Senior  General thanked the all national committee members for securing the good results in the measures for the persons with disabilities and urged all to continue participation in the respective sectors for implementation of the duty and functions of the national committee.

Vice  Chairperson  of   the   national committee Union Minister for SWRR Dr Thet Thet Khaing reported on rights of the persons with disabilities, and development of their socioeconomic life.

Union Minister U Ko Ko Hlaing, the member of Nay Pyi Taw Council, the chairman of Revenue Appellate Tribunal, the Vice Chairperson of Myanmar National Human Rights Commission, permanent secretaries, directors general, members of the region and state committees, the secretary of (temporary CEC) of Myanmar Federation of Persons with Disabilities, reported on matters related  to the rights of the persons with  disabilities  in respective sectors. Vice Chairperson Union  Minister  Dr  Thet  Thet Khaing gave a supplementary report.
