1. Meeting 1/2023 of the National Defence and Security Council of the Republic of the Union of Myanmar was held at 10.00 am on 31st January, 2023. At the meeting, Commander-in-Chief of Defence Services Senior General Min Aung Hlaing reported on the situation leading to the declaration of a state of emergency due to attempts to assume the state power unlawfully without settling disputes over irregularities in the 2020 general election by responsible officials, formation of a new union election commission and investigation into voters' lists and findings as a measure for implementation of the five future tasks of the State Administration Council, action taken against those who were responsible for the voting irregularities, application of direct and indirect pressures on the UEC by the chairperson of the NLD and the former president, issuance of national registration cards for compilation of correct voters' lists, prevention and treatment of and vaccination against COVID-19, measures taken for economic development, lasting peace and the general election, granting amnesty and remission to prisoners, combat against and seizure of narcotic drugs, conferring honorary titles and medals on those who served the interests of the state and country outstandingly, sabotage of terrorists so-called the CRPH, the NUG and their proxy PDF, deaths and injuries of innocent people and losses and damage of stateowned and private properties caused by terrorist acts of the CRPH, the NUG and their proxy PDF, attempts of the CRPH, the NUG and their proxy PDF by committing terrorist acts to seize the State power through violent and terrorist means and the security situation of states and regions.

2. Over the report of the Commander-in-Chief of Defence Services, members of the NDSC held discussions together. Members of the NDSC including the Pro Tem President, expressed their views that although the State Administration Council has been exerting efforts for stability and allround development of the country, the CRPH, the NUG and their proxy PDF, which aim at the total destruction of the State, have murdered innocent people, blasted public places and intimidated the public with the use of arms to an extent that goes far beyond normal and they are still attempting to seize the State power through violent and terrorist means. Under such extraordinary circumstances, the Commander-in-Chief of Defence Services will be able to accomplish the assigned duties only when the duration of the state of emergency is extended and thus the duration of the state of emergency declared in the entire country has been extended by six months as of 1st February, 2023 in accordance with section 425 of the State constitution of the Republic of the Union of Myanmar.

3. The meeting was attended by Pro Tem President U Myint Swe, Speaker of the Pyithu Hluttaw U T Khun Myat, Commander-in-Chief of Defence Services Senior General Min Aung Hlaing, Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win, Union Minister for Defence General Mya Tun Oo, Union Minister for Home Affairs Lt-Gen Soe Htut, Union Minister for Foreign Affairs U Wunna Maung Lwin, Union Minister for Border Affairs Lt-Gen Tun Tun Naung and those who were invited on the special occasion including Secretary Lt-Gen Aung Lin Dway and Joint Secretary Lt-Gen Ye Win Oo, Union Minister for Legal Affairs Union Attorney General Dr Thida Oo while Vice President U Henry Van Thio asked for a leave of absence on health grounds.
