Officers, other ranks and families residing in the cantonment town need to serve security measures and peaceful living status for local people as well as their military units and depots.

With regard to the State defence measures, today’s warfare can be defined as the multidimensional warfare, exercised by some powerful countries over some developing and developed countries. Those countries attack Myanmar through political, economic, military, social and propaganda aspects. Hence,

Tatmadaw members need to join hands with entire people with patriotic and nationalistic spirit to prevent the attempts of those wishing to commit terrorism to attack education, health and religious sectors.

In the postindependence period Tatmadaw with nationalistic spirit led the defending the terror attacks in Kuomintang invasion, Mujahid insurgency, Kunlong 40-day battle, and fighting for Mongkoe and Laukkai liberated area. Likewise, Tatmadaw safeguard the State under the 2008 Constitution against attempts to grab the State power in order to deteriorate the democracy after the 2020 general elections. With regard to dutifully serving the State defence measures, it is necessary to have skills to apply deserved military warfare and handle military equipment. To do so, Tatmadaw members have to always take training.

Trainers need to give training to the Tatmadaw members with goodwill to have deserved skills in military knowledge and techniques. They have to share all their experiences with the trainees to have comprehensive skills. Trainers are to give training to the Tatmadaw members with compassion and address weakness of trainees.

Moreover, the Vice Senior General said that Tatmadaw members from relevant military corps from Tatmadaw (Army, Navy and Air) in their respective sectors for serving the State defence duties. As Bahtoo is a city where training depots polish the Tatmadaw members to have skills for well serving their duties, Tatmadaw members are to take pride in their duties and dutifully discharge their assignments.

As for performance of duties, Tatmadaw personnel are those who have volunteered themselves to carry out duties out of their own volition and it is a union army formed with all national races. Forced conscription is not allowed and they are personnel who are required to meet health and educational requirements when they are selected and appointed. After being selected, they are trained for a sufficient period and armed with enough modern weapons and equipment. They are required to enhance their combat capabilities and abilities by fully utilizing the modern weapons and equipment. By doing so, they will be able to develop their individual capabilities and abilities systematically and build an enormous united strength.

However, they are also required to take part in basic exercises with seriousness whenever they have time to do so.

In connection with military disciplines, the lives and bodies of personnel amount to military disciplines and obedience.

Duties can be performed to accomplish missions by strictly abiding by military disciplines and orders issued and the main mission to defend the country can be accomplished. Disciplines are the backbone pillar of the Tatmadaw and personnel have been trained for all their detailed daily activities as a system during their basic training periods. They are required to develop them into their habits for all their lives.

As regards leadership, which is important for accomplishment missions, there is a distinction between leadership acquired under the state gazette and that is offered by subordinates.

Leadership can be achieved from trust and respect offered by subordinates depending on one’s observance of disciplines, skills and behaviour. Therefore,

personnel are required to understand and observe the 16 characteristics of leadership stipulated by the Tatmadaw.

Moreover, leaders are required to nurture the spirit of good commanders and to treat their subordinates warmly with the spirits of parents like a family.

Depending on the sizes of units under their command, leaders must nurture themselves as good administrators of their subordinates, good financial managers, good judges, good trainers and good commanders.

Only then, will they become successful military leaders trusted by their subordinates.

Moreover, as for the fitness, physical and mental fitness is essential for accomplishment of missions. It is always necessary to take measures to strengthen the physical and mental fitness only of oneself but also of subordinates under one’s command.

As Tatmadaw personnel have to carry out challenging and stressful missions according to the nature of their tasks, it is especially necessary for them to possess their physical and mental fitness. As Tatmadaw personnel are those who have recited four oaths and pledged to be loyal to the country and the people, it is necessary for them to perform their duties by utilizing their military training to accomplish their orders and missions 24 hours. Personnel will be able to enhance their image by observing 20 codes of conducts for individual personnel including those for financial, feminine and narcotic issues out of strong spirit. As reading can contribute enormously to mental strength, it is necessary to study good books. The head of the Tatmadaw has instructed responsible officers to publish daily news papers, books, journals, magazines, articles and articles that contribute to general knowledge owned by the Tatmadaw regularly.

Being systematically formed, the Tatmadaw needs to follow and respect the Geneva Convention and the ROE in crushing the internal armed insurgencies.

Likewise, out of the 60 codes of conduct for Tatmadaw members, the ethics for dealing with the public members and the ethics for coping with the enemy are in conformity with the humanitarian ethics accepted by the international community.

Constant training is necessary for Tatmadaw members to stay fit and healthy in order to serve their duties assigned. They need to follow the health guidelines and mottos. Mental strength is also crucial. Those wishing to destroy the country are resorting to various ways to attack and divide the country, so mental strength is required to respond.

Whenever there is a chance, they must read good books and publications to be able to distinguish right and wrong and develop their personality. Reading can generate correct way of thinking, confidence, concepts and ambitions, thereby having ability to distinguish right and wrong and build mental strength.

As Bahtoo town has military training schools as well as infantry/ light infantry units, Tatmadaw members and families need to work on four major military building tasks and other day to day tasks until they are met with success. While giving training to trainees, it is also necessary to undergo training so that the officers, other ranks and families have a combat spirit and technical skills.

When it comes to administration, it is instrumental to the success of military, security and training operations. They can be controlled through general, adjutant and quartermaster tasks. There must be a balance between them by following the military rules, disciplines, orders and instructions. As they are regular tasks, responsible officials need to have a keen interest in them. Effective administration will also facilitate the welfare for servicemen and their families. Thanks to the successful implementation of the guidelines of the head of the Tatmadaw, agricultural and livestock products manufactured by the military battalions and regiments contributed to the Tatmadaw members and their families as well as the majority of people in the organizational regions although businesses across the country were being affected by the COVID-19 pandemic.

This is why, the welfare policy and instructions adopted by the Tatmadaw need to be implemented in a correct manner.

Spiritually, all the officers, other ranks and families need to be individually attached to their military unit. Strong solidarity is needed to have a good spirit and only if there is solidarity, will there be cooperation and will there be emergence of love of country, patriotism and nationalism through unit spirit.

To date, the Tatmadaw have stood as a strong organization due to the strong spirit of each of the officers and other ranks. It is necessary to have a good spirit to successfully accomplish missions and duties including operations.

To have a good spirit, it is to be balanced in welfare and administration.

It is necessary to work together in unity to be a military station that the people trust and rely on and that is reliable for the nation and the Tatmadaw.

It is necessary to continuously maintain the strong solidarity built presently. Officials need to equally and fairly manage the people under their command without discrimination. Officials need to focus on ensuring correct benefit and welfare for the people under their command.

By building your military unit to be compact and firm and dealing with the people like relatives and parents, the people’s militia strategy, part of the State defence strategy could be successfully developed. Besides, protecting the people from the terrorist groups who are bullying and killing them will win the trust of the people. Then, the Vice Senior General made coordination on the reports by trainees, cadets, officers, other ranks and families.
