Esteemed all the people and ethnic national brethren in Kayah State,

      Today, January 15th, is the auspicious Kayah State Day for the ethnic national brethren and Kayah ethnic people in Kayah State.

On Kayah State Day, which falls on the occasion of the New Year, I extend my greetings to all Kayah ethnic people and all ethnic national brethren wishing them good health, happiness and prosperity.

According to the 1947 Constitution, Kayinni State was included as a state of the Union of Myanmar in 1951, and it was officially changed to Kayah State by the public desire as of January 15, 1952, according to the 1951 Constitutional Amendment Act. The day that it was changed as Kayah State was marked as "Kayah State Day ''.

The Kayah State is located on the eastern mountain range, teeming with natural beauties and plenty of underground and above ground natural resources.

It is a pleasant state endowed with the beauties of traditional culture. The favourable weather, friendliness, hospitality and honesty of local ethnic people are attractive characteristics of the state. The Kayah State firmly stood as a developing one due to beautiful scenes, neat and tidy landscaping, honesty and transparent souls of the ethnic nationals as well as utmost efforts of locals to serve the state interests.

Grasping such already obtained good basics, now is the time specially needed for ethnic national people in the state to join hands with the Government for ensuring peace, stability and development of the Kayah State and build the perpetual peace for enabling the posterities to enjoy it.

Our country has stood independently with prestige and dignity for thousands of years in the world with all ethnic groups being united. However, it is well known that the imperialists made the entire country of Myanmar into a colonial state through three unjust wars of aggression and exploited, manipulated and ruled it.

All the ethnic groups under such unjust and oppressive rule fought for independence with full patriotism sacrificing a lot of life and blood. At the time of regaining independence, due to the legacy of the imperialist's divide and rule system, ethnic unity broke down within the Union and internal conflicts arose.

At the present time, due to the armed conflicts being generated especially in the regions, where ethnic people live, including Kayah State, riots and violence and destruction and disturbance, the local ethnic people are suffering a lot of hardship. As it may put the country in danger, I would like to inform that all the people concerned and all ethnic people should give serious consideration to peace and stability and perpetual peace.

In Kayah state, terrorist insurgents are also destroying regional stability, attacking towns and villages, detonating roads and bridges to disrupt the flow of transportation and goods and destroying public vehicles, buildings, markets, monasteries, schools of children, Christian religious buildings, office buildings, etc. This is very ugly and caused the people to face extreme suffering.

It is necessary for them to consider carefully that such consequences of these situations will not bring about the good of Kayah State and the local ethnic people and be dangerous for the State and all the people.

If ethnic peoples born in the Union put forward their different desires, they will continue to face difficulties between them as well as suffering conflicts without peace and stability. Therefore, we have to look at the situation happening in the country correctly and make all-round efforts to bring about good things.

Esteemed all the people and ethnic national brethren,

     The true desire of all ethnic people is to see and enjoy peace and prosperity, rule of law, improvement of socio-economic life and food security. Only when there is peace and stability and rule of law in the nation, will the ethnic people be able to earn a living in peace and enjoy improvement of the socio-economic life. The main solution to the difficulties and violence that the country is currently facing is national reconciliation, solidarity and peace. Therefore, I would like to urge the Government, the Tatmadaw and all the people to work together in unity to ensure peace and stability and perpetual peace through emphasizing the importance of the affairs of Union, politics and all ethnic people.

The Government has been taking measures to ensure the country's prosperity and food security as national objectives as well as working to improve agriculture and livestock sector, which are applicable to the entire ethnic people, with modern methods and encouraging and promoting other economic sectors to develop comprehensively. Centered on the improved economic drive, micro, small, and medium-sized enterprises (MSMEs) are encouraged and promoted.

All ethnic people are to participate in the efforts being made to achieve the national objectives.

The youth must be encouraged to become the main force in the process for development of the nation. In order to build a Union based on democracy and federalism, the entire of the people, including the youth, need to be complete

with knowledge, skills and ability to think and imagine. The Government is implementing a comprehensive education system that can produce human resources needed for building a modern, developed nation.

Education is the foundation for development of the nation. Therefore, a social objective to establish a comprehensive education system accessible to everyone is being laid down and implemented. It is being implemented to ensure access to education for all school-age children, study until completing at least secondary level (KG+9) and learn vocational education on technology, agriculture and livestock at the high school level.

Human resource development, high education, solidarity of all ethnic national brethren is a national affair and interest. The youth must be nurtured to have the spirit to love the country and patriotism along with the skill in order that they will become good, high-performance citizens who have ability to think critically about good and bad and respect laws and rules along with the skill. Only then will they be able to protect the country in the future as a new generation full of the Five Noble Strength and high performance.

Esteemed all the people and ethnic national brethren,

    For the perpetual existence and strengthening of the Union, efforts must be made to develop the spirit of ethnic unity and good fundamentals of the Union spirit among the ethnic people prioritizing Our Three Main National Causes which is the national responsibility.

I am sending this message seriously urging the ethnic people in Kayah State to work together in unity and participate in building a Union based on democracy and federalism with mutual respect, understanding and trust among ethnic national brethren born in the Union through correct ideology.
