Focusing on interests of the State and ethnic people, it is necessary to make greater efforts for improvement of socio-economic life and achieve success of tasks

    The National Planning Commission 1/2024 took place at the meeting room of the Office of the State Administration Council Chairman in Nay Pyi Taw this morning, with an address by Chairman of the commission SAC Chairman Prime Minister Senior General Min Aung Hlaing.

Also present at the meeting were Vice Chairman of the commission SAC Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win, commission member Union ministers, the Union Auditor-General, the Union Civil Service Board Chairman, the Central Bank of Myanmar Governor, the Nay Pyi Taw Council Chairman and deputy ministers together with region and state chief ministers, chairmen of self-administered zone/ division leading bodies through video conferencing.

First, the Senior General in his address said that the State Administration Council implements two national visions such as prosperity of the State and food security in possible ways focusing on national interest.

The State future tasks emphasizing politics are being implemented step by step, and efforts are being made for successful implementation of the objectives in all sectors.

In reviewing the undertaken tasks, the government strived for development of agriculture and livestock tasks, extended cultivation of oil crops to reduce import volume of palm oil, production of quality products in sufficient production of cotton wool at home, and production of industrial crops.

Only when a large volume of products increases, will it contribute to domestic consumption and export purpose. So, encouragement was given to MSME businesses. Moreover, efforts were made for development of infrastructures, transport and road transport infrastructures, supply of electricity, water supply, construction of rural regional manufacturing roads and road networks.

Priority was given to providing teach aid for implementing the highly-qualified education system and creating learning opportunities for all people. Necessary requirements have been fulfilled in development of health sector. Moreover, sports infrastructures will be built for ensuring development of capacity of youths and sports sectors to bring honor to the State. Moreover, the government managed reduction of commodity prices of basic foodstuffs in order to control the cost push inflation as much as possible.

Although the government strives for overall development, terror acts interrupt road transport, manufacturing and commodity flow. Due to lacking regional development, success as expected cannot be achieved yet.

In accord with the motto adopted by the State: Keep Moving Forward to Achieve Our Goal, it is necessary to speed up implementation of all sectors and arenas in order to improve socioeconomic life focusing on interests of the State and ethnic people. Moreover, utmost efforts must be made for achieving success in implementation of the national plan in 2024-2025 financial year without losing momentum of already achieved success.

As such, it is necessary to complete the existing projects and the plans to be implemented in coming financial year as quickly as possible for enabling the people to enjoy fruitful results of the plan. The national export strategic plan must be connected with the national plan to expose the projects to gain good results in coming two years.

As internal strength is playing a crucial role in building development of the socio-economic structure of the State, all resources at home should be efficiently utilized without waste.

Relevant departments and organizations, regions and states have to harmoniously implement visions of the adopted roadmaps, objectives and policies deeply accepted as work guidelines in order to accomplish the objectives of the State. The government will join hands with the people in ensuring peace and prosperity of the Union, and prosperity of people in undertaking the people-centered projects.

In his address, Commission Vice Chairman SAC Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win said that the 2024-2025 FY national planning law was drafted in order to develop livestock farms, MSME business, export promotion, local oil sufficiency, education, health, transport, electrification and energy sectors as well as other sectors. Union level organizations, Union ministries, region and state governments have to continuously maintain the economic development rate.

It is necessary to secure the good results in effectively utilize the resources of the State. An emphasis must be placed to fulfill the basic needs of the people. Efforts must be made for timely completion of projects in implementing the economic development projects in 2024-2025 FY. They all have to join hands for further booming development of State economy in all sectors and systematically managing the project expenditures.

National Planning Commission Vice Chairman Deputy Prime Minister Union Minister for Planning and Finance U Win Shein reviewed the 2023-2024 national plan implementation and explained the drawing of the 2024-2025 national plan (draft).

Commission Secretary Deputy Minister for Planning and Finance Daw Than Than Lin also explained the draft national plan.

Then, the union ministers reported their year-wise national plans and their implementations.

In response, the Senior General said in a country political, economic and defense forces need to be good. For these forces to improve, it is necessary for the country to be stable and peaceful.

To develop a country, we need to be able to conduct detailed practical analysis. Some ministries, regions, and states have not been able to fully implement the projects. We need to identify the weaknesses and implement the national plans for the next fiscal year.

We need to reduce imports and export more. Therefore, we need to make efforts to produce more products. To successfully carry out domestic agriculture and livestock operations, we need to fulfill what is needed.

Similarly, we need to be able to improve businesses with domestic investments. Only with increased investment activities will we be able to produce more products. By conducting agricultural activities, employment opportunities will improve. If we can produce according to the goals and objectives, domestically, it will be able to meet the needs of the foreign market.

Developing and developed countries are also operating MSMEs. There are MSMEs that produce high-end finished products in various regions and states, but there is a lack of encouragement. We need to encourage the production of other products at a high level, just as we need to carry out manufacturing activities based on agriculture and livestock.

We need to be able to use the existing human resources in the right place. To carry out the activities in a wide and convenient manner, it is necessary to provide for the development and operation of the activities.

We need to be able to use the national economic promotion funds effectively. We want those who can invest money among the citizens to make investment efforts in manufacturing. I would like to say again to pay attention to the security of domestic edible oil. The annual average consumption of oil in the range of 500-600 million dollars from abroad will be greatly reduced by making efforts to be self-sufficient in oil.

The respective regions and states need to take strict action to prevent illegal extraction of natural resources and illegal trade. In the same way, they need to make efforts with the mandates given for the development of regions and states.

Therefore, the union ministries as well as the states and regions need to review and conduct the activities for the success of national projects.

In his concluding remark, the Senior General said at today's meeting, the National Plan for the fiscal year 2024-2025 has been discussed and negotiated.

Ministries and region and state governments must prepare and plan the necessary activities to implement the procedures in a timely manner.

In implementing the projects as intended, there must be step-by-step supervision, inspection, and reviews. The projects must lead to the socioeconomic benefits of the people.

They must also encourage and promote the production and export of businesses produced by the private sector in accordance with the specifications.

They must try to achieve economic development and develop other sectors as well.

Since the development of human resources takes time, students, students' academic qualifications, modern skills, technology and correct thinking and outlooks must be considered.

In anticipation of education and the building of a modern nation, the youth must be empowered according to their relevant sectors.

The government and the people as a whole need to work diligently and unitedly for the development of politics, economy, and defence and the promotion of national character and nationalistic spirit. The peace, stability, prosperity and development of the country, the people are urged to work together. As last years’ budgets which had been returned for some projects could not be finished are being spent efficiently in education and health sectors, the responsible officials of the regions and states need to work with care and seriousness.
