Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing addresses Union Government meeting 3/2024

Nay Pyi Taw March 25

The Union Government held the meeting 3/2024 at the meeting hall of State Administration Council Chairman’s Office here this morning, addressed by Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing.

Also present were SAC Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win, union ministers and officials. The Nay Pyi Taw Council chair and region/state chief ministers attended the meeting through video conferencing. In his address, the Senior General said the National Planning Commission meeting 1/2024 and Financial Commission meeting 1/2024 were held last week. Topics on tasks carried out during the previous years will be reviewed and tasks to be carried out in the coming financial year will be discussed.

The Senior General said in the previous year, he had provided encouragement and support for development of farming businesses and production businesses. Efforts must be made for the progress of region-wise agro-production businesses to fulfill the local needs and to export the surplus. Border trade was promoted to extend export of local goods and import necessary items.

Farming business plays a pivotal role in promoting production and the development of industrial and services sectors depends on that business. Industries, banks and services will be able to run only if products of the farming sector are available. Extra impetus will be given to the production sector of the farming business which is well established in the country.Increase in GDP depends on production power of the farming business.

Agriculture sector must hit the target and must increase crop yield. Likewise, efforts should be made to extend multiple cropping. Agricultural production and local good manufacturing businesses were hit by the occurrence of armed terrorism in certain places during the previous month. Hence, officials should provide necessary assistance for region-wise production businesses.

The entire nation sees a drop in livestock and fish breeding business. Hence, efforts should be made for the resurgence of the business as development of industries and MSMEs depends on progress of the farming business. MSMEs must strive to produce quality goods that are exportable in addition to fulfilling the local needs. Ministries and region/state chief ministers must dutifully serve their assigned task. Weaknesses of the previous financial year must be taken as lessons in trying to gain more success in their tasks.

Now the hot and dry summer has arrived. Moreover, El Nino may further increase the temperatures and cause water shortages. Preparations have been made to ensure uninterrupted water supply in areas where water scarcity occurs. The relevant ministries and region/ state governments should also make preparations in advance.

Soon the term of the current budget will expire and the surplus funds have been allowed to be used in education, health and development sectors. Hence, the funds should be effectively used. As the matriculation examinations had already ended, regions and states should make their own plans for the students to spend their holidays usefully. They should conduct youth trainings, courses that improve national characteristics and increase knowledge and activities. In addition, they should make preparations and necessary repairs for the schools to be ready for the next academic year and to improve their physical features. The State will provide all necessary assistance. The State will ensure peaceful education for all students in the coming academic year.

Afterwards, union ministers presented sector-wise reports. At the general round of discussions, Union Minister Dr Charlie Than reported on preparations to assemble cotton seed milling machines and cotton milling machines locally and to produce edible oil and quality threads, Union Minister U Hla Moe on the need to provide inputs for cotton farmers in Tatkon, Pyinmana and Magway Region, Union Minister U Min Naung use of quality cotton seeds, and Union Minister U Myint Naung taxes paid by foreign employment agencies, sending of workers abroad through them, and tax revenues from Myanmars working abroad.

In response, the Senior General said cotton is mostly grown in areas with less rainfall. Hence, solar-power must be used in developing the cotton-based production businesses. Cotton that meets the required quality standard must be selected. Finished cotton export rather than raw cotton export will earn more. So, cotton production should be extended to produce quality cotton.

In his concluding address, the Senior General said only the correct rules of systematic Myanmar writing must be used. All must systematically preserve literature. Constant awareness of cyber security is required for the safety of information. The country will celebrate the Myanmar traditional Thingyan soon. All must celebrate the festival in peace of mind. The meeting then came to an end.
