State Administration Council held its meeting (10/2021) at the meeting hall of the SAC Chairman’s Office here this morning, with an address delivered by Chairman of State Administration Council Commander-in-Chief of Defence Services Senior General Min Aung Hlaing.
Also present were Vice Chairman of the State Administration Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win, SAC members General Mya Tun Oo, Admiral Tin Aung San, General Maung Maung Kyaw, Lt-Gen Moe Myint Tun, Mahn Nyein Maung, U Thein Nyunt, U Khin Maung Swe, Daw Aye Nu Sein, Jeng Phang Naw Taung, U Moung Har, U Sai Lone Hsaing, Saw Daniel, Dr Banya Aung Moe, Lt-Gen Soe Htut, U Shwe Kyein, Secretary Lt-Gen Aung Lin Dway and Joint Secretary Lt-Gen Ye Win Oo.
In his keynote address, the Senior General said as SAC is an organization taking the responsibilities for an interim period, short-term tasks should be taken into consideration from a wider angle as the priority in the interest of the country. Undertakings must be based on the adopted five future programs. As regards the errors of the voter list, scrutinization has already been completed in two regions and states and the legal actions to be taken against vote rigging will be informed to the country.
In dealing with the COVID-19 prevention, containment and treatment, he said the infection rate of COVID-19 is rising in the world at present. But in Myanmar one or two percent of the daily tested cases has been found positive since 1 May this year. But, Myanmar must heighten its awareness of the virus amidst the rise in the infection rate in some neighbouring countries.
Hence, the relaxation of certain anti-COVID-19 regulations is impossible at present. Over 1.9 million people of the country have been vaccinated and efforts are underway to buy more vaccines.
Universities and colleges have resumed their classes and if the social distancing can be applied in accord with the anti-COVID-19 guidelines as an example it will be supportive for COVID-19 prevention undertakings. Arrangements are being made to give COVID-19 vaccine to students who are pursuing education at universities and colleges and their teachers.
Outbreak of COVID-19 suspended businesses in Myanmar, causing negative impacts on economic and education sectors. As such, efforts are being made to recover the declining economy caused by COVID-19. As of early February,
rumours spread elsewhere, and protests were transformed into the riots. Although the occurrences of riots decline now, the council is controlling the acts of affecting the banks on the political ground.
COVID-19 causes a global economic downturn. Foodstuff production must be undertaken without fail among the businesses. Myanmar needs to successfully develop agriculture and livestock sectors based on its advantages. The Senior General stressed the need to choose the quality and high yield crops and pedigree animal species of the agriculture and livestock sectors to occupy the domestic and international markets. The Ministry of Agriculture, Livestock and Irrigation conducts research on production of quality strains of crops.
Edible oil crops are involved on the list of primary export items of Myanmar. As individual edible oil consumption rate of the country is 4.5 viss it is still high. Import of edible oil costs a lot of foreign exchange because edible oil cannot be produced at home sufficiently.
As it is necessary to ensure edible sufficiency at home, efforts must be made for success of edible oil crop plantations in the respective areas so as to increase the per-acre yield of edible oil crops. The Ministry of Health and Sports and the Ministry of Information must continuously perform the educative tasks for reducing edible oil consumption.
Systematic supervision must be performed to check the edible oil whether it is the refined oil or not with the aim of ensuring the people to consume the healthy edible oils with quality guarantee. As Myanmar’s expectant lifespan is 67.42 years, it is the lowest among the neighbouring countries. As such, it is necessary to control too much consumption of edible oils, monosodium glutamate, narcotic drugs, liquor and cigarette harming the health conditions with conscience.
Efforts must be made for standardization of Myanmar people’s lifespan in the world with the arrangements to supply nutritious feedstuffs at fair prices and the health awareness should be raised for the people to have the healthy lifestyle.
In undertaking the agriculture and livestock tasks in the country, animal feedstuffs are imported for breeding farms. As raw agricultural products are abundant in the country for production of the animal feedstuffs, sufficient production of the feedstuffs can reduce the spending of foreign exchange. It is necessary to manufacture the sufficient products of foodstuffs at home to distribute the foodstuffs to the people at fair prices.
SMEs and cooperative businesses must be extensively launched to further facilitate major businesses of the State. Even developed, industrial countries are widely conducting cooperative businesses. SMEs and manufacturing businesses must be encouraged in respective regions and states. And direct sale of products under cooperative system will benefit manufacturers well.
People need to be educated for knowledge improvement. There is a motto saying “National discipline starts from school.” It is an encouragement to cultivate sense and nationalistic spirit. The constitution stipulates that basic education is compulsory for every citizen. This is why focus is on no loss of education opportunities for every citizen, and education promotion.
Effective measures are necessary for education promotion. Plans are underway to provide rewards for teachers depending on their degrees and qualifications. While efforts are being made to reopen schools, there are now disturbances and destructive acts as well. The aim of reopening schools is for the education of students. Regarding school curriculums, they will remain
as the ones drawn and approved by the previous governments as a 30-year long-term national education promotion plan. Any attempt to prevent schools from reopening amounts to destroying the country, and it is a terrible act.
Such destructive acts must be effectively prevented. Administrative weaknesses and political blows have led to misunderstanding.
Teachers participating in the CDM are urged to contact their respective schools. Arrangements are being made to fulfil the needs of teachers if necessary when schools reopen.
Council members need to consider in various angles in serving the country. They must pay attention to national interest.
Afterwards, members of the council, U Thein Nyunt, Mahn Nyein Maung and U Khin Maung Swe, Jeng Phang Naw Taung, Daw Aye Nu Sein, U Sai Lone Hsaing, Saw Daniel, Dr Banya Aung Moe, U Shwe Kyein and Joint Secretary Lt- Gen Ye Win Oo reported measures for the investigation of the costs and national security breaches during the previous government due to hiring of foreign experts, the cooperation for the public and the security organization to take security measures for peaceful learning of higher and basic education of students when universities and state high schools are reopened, effective action against those who undermine the interests of the public and the students and for building trusting trusts for the facilitation of banking operations, minimization of environmental impacts from solar electrical power generation, enacting laws, rules and regulations, directives and orders
for ensuring guarantee for foreign investments, appointing qualified sport instructors in colleges and basic education schools, facilitation of Maungtaw border trade routes, proper supervision of water drainage systems and garbage collection in towns and cities, supports for cultivation of oil crops in loans and technologies, inclusion of scientific cultivation methods in basic education schools, the construction of rural health care centres in remote islands in Taninthayi Region, supports for monastic education, the operation of Mawlamyine-Yay-Dawei railway services, effective response for publishing of untrue news against the state and designation of public holidays on the calendar.
Concerning the reports, the Senior General said he had already discussed with officials from the Ministry of Health and Sports for the development of Myanmar health and sports and measures are being taken to build 400-metre runways complete with soccer stadiums are being built. In addition, measures are being taken to build ondoor stadiums and diving towers and swimming pools. Measures are being taken to promote the status of the country in Southeast Asia by appointing qualified fitness and sport instructors. Moreover, specific areas for physical exercise and walking for the public must be set up. It is necessary for universities and colleges to appoint qualified sport instructors.
Concerning education, basic education students will be able to learn higher education properly when they are properly taught at the basic education level. Therefore, it is necessary for teachers to train students at the basic education level.
Similarly, with regard to the township municipal matters, garbage collecting system must be good, and tasks for better drainage system must be carried out as well. Tasks to educate the people in dumping garbage will be carried out to win their cooperation. Departments responsible for that task must exert efforts for ensuring better systems of dumping and collecting garbage.
Regarding production of cooking oil, plans must be made and implemented for applying advanced technologies in milling edible oil crops. It is needed to provide quality seeds, fertilizer, and technical know-how to farmers for better output of edible oil crops.
Farmers will earn more income and could enjoy improvement of socio-economic status only if there are higher output of the crops and technically advanced products.
In respect of monastic education schools, the schools are of much help to Myanmar's education system along the successive ages.
Monastic education schools must be provided with things they need for their convenience in teaching students. Regarding appointment of doctors and nurses, cooperation and coordination will be made with the Ministry of Health and Sports for posting them to the areas where they are required. In designating public holidays, compared with international standards, it will have to consider business measures not to be affected in the light of seeing development of the country.
