Republic of Union of Myanmar Security, Stability, Peace and Rule of Law Committee holds meeting 5/2021; Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing delivers address

Republic of Union of Myanmar Security, Stability, Peace and Rule of Law Committee held meeting 5/2021 this after-noon at the meeting hall of State Administration Council Chairman’s Office in Nay Pyi Taw with an address by Chair-man of the committee Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing. 

Also present were SAC mem-bers Admiral Tin Aung San, General Maung Maung Kyaw, Mahn Nyein Maung, Jeng Phang Naw Taung, Lt-Gen Soe Htut, Joint Secretary Lt-Gen Ye Win Oo, union ministers Lt-Gen Yar Pyae, Lt-Gen Tun Tun Naung, Dr Daw Thida Oo, U Maung Maung Ohn, U Ko Ko, U Khin Maung Yi, U Khin Yi, U Myint Kyaing, Dr Thet Khaing Win, Dr Thet Thet Khaing, deputy ministers. Chief Minister for Sagain Region U Myat Kyaw, Chief Minister of Mon State U Zaw Lin Tun, Chief Minister of Rakhine State Dr Aung Kyaw Min and Chief Minister of Shan State Dr Kyaw Tun took part in the meeting through video conferencing.

In his keynote address, the Senior General spoke of the need to exchange comprehen-sive ideas on security issues, and put forward suggestions suitable for the country and carry out the work through multiple outlook as national prosperity involves peace, sta-bility, rule of law, employment opportunities and economic issues. He said important matters should be based on law and rules. Local authorities should systematically scrutinize issues that must be check in accord with the law. They should fulfill only the actual and main requirements of an area.

The country is advancing on the path to multi-party democracy in accord with the Con-stitution. International relations should be extended in accord with the objective con-ditions, Constitution and existing laws. Required rules, orders and directives must meet the current situation. The mana-gement and administrative systems must be simple and uncomplicated. Good governance must be realized in deve-loping the country.

There is weakness in cooperation among the ministries.

Capacity-building requires knowledge of the rules, proce-dures and law and goodwill. Good governance will develop through  superior - subordinate trust-building  generated  by work facilitation. Hence, diffe-rent outlooks are required.

SAC members, union mini-sters, chief ministers and deputy ministers presented their respective functions and matters relating to security, peace, stability and the rule of law.

In response, the Senior Ge-neral said although some EAOs are involved in terrorism, most of them are against it. The government is taking control measures to the most possible degree for the peace process to remain intact. Freedom of the people who are not connected with terrorism must be assured in taking security mea-sures.

Measures should be taken to adopt laws and bylaws to prevent accidents caused by motorcycles. Long-term plans should be laid down in the urban extension programs. Essential facilities such as schools, hospi-tals and sport grounds must be included and demarcation of road areas and growing of windbreakers and shade trees for town beautification must be carried out.
