State Administration Council Chairman Commander-in-Chief of Defence Services Senior General Min Aung Hlaing meets Tatmadawmembers and families of PyinOoLwin Station

The Tatmadaw’s main duty is the national defence. It is now temporarily shouldering the State duties as the situation calls for it. As military discipline is the backbone of Tatmadaw, it must observe discipline and must have obedience. Utmost efforts should be made in serving the interest of the unit they are assigned to, the Tatmadaw, the relevant area and the country.
They must also exercise self-control, said State Administration Council Chairman Commander-in-Chief of Defence Services Senior General Min Aung Hlaing at his meeting with senior officer instructors of PyinOoLwin Station, senior lecturers, specialist medics, teachers, officers of the station, other ranks and families at the convocation hall of Defence Service Academy this afternoon.
Present together with the Senior General were his wife Daw Kyu Kyu Hla, Commanderin-Chief (Navy) Admiral Moe Aung and wife, Commander-in-Chief (Army) General Maung Maung Kyaw and wife, senior military officers of the Office of the Commander-in-Chief and their wives, Commander of Central Command Maj-Gen Ko Ko Oo, commandants, officer instructors of PyinOoLwin Station, senior lecturers, specialist medics, teachers, officers of the station, other ranks and families.
In his speech, the Senior General gave a brief account of the political changes of the country and the important role of the Tatmadaw in national affairs. When huge errors in voter lists that could trigger election fraud were found in 2020 election, responsible organizations at different levels requested to solve the problem. But, the request was ignored and there were even attempts to convene the third Hluttaw to take over the State power by force. Hence the State of emergency was declared and Tatmadaw has to temporarily assume the State duties transferred to it by the acting president.
As the Tatmadaw is an organization that was protecting the State in accord with the Constitution, it had done what must be done and pointed out the necessary sectors even before the election in trying to put the nation back on the multi-party democracy path. But, the situation has reached the current level because of the actions that were against the Constitution and Election Law. Tatmadaw will continue to strive for restoring a true democracy that is well-ordered and firm.
The Tatmadaw while temporarily discharging State duties formed the SAC. It is now implementing the adopted five future work programs and nine objectives.
Its current priority task is COVID-19 prevention, control and treatment. The third wave hit the country hardest in June and July during which fatality rate was high. So, the Senior General had led the management functions for the effectiveness of COVID-19 prevention, control and treatment under takings. Collective efforts were made in carrying out the undertakings and various means applied for the availability of oxygen.
Efforts were also made to obtain vaccines and region-wise priority vaccination programs were made. At present, infection rate is falling thanks to the collective efforts of administration officials, health staff and volunteers.
Efforts are being made for soonest remedying the diseasebattered businesses. It was found that businesses faces loss due to shortages of labour and high cost of labour charge and transport not charge not only in Myanmar but also in international community. Being an agro and livestock-based country, Myanmar is encouraging the manufacturing industries to have high production rate. The high production rate will help increase the product value as well as develop the manufacturers, employers and related businesses in addition to enhancement of State economy.
Although rice and marine products are exported, oil and other commodities are imported.
Hence, efforts are being made for development of domestic production. Factories are allowed to resume operations under the COVID-19 restrictions.
It can be seen that efforts are being made for resumption of the closed factories.
Development of a country depends on human resources well-versed with knowledge and skills. To have such knowledge and skills, the people need to complete the basic education.
Hence, the Tatmadaw, after taking the State responsibilities, arranged opening of the schools closed in the outbreak of COVID-19 for the interests of the State, parents and students.
However, these schools were temporarily closed again for the threats of third wave caused by COVID-19. The government is striving for reopening of the schools at a time when the pandemic can be thoroughly controlled.
According to the census 2019, number of the people who had not learnt high school education and illiterate rate was high. So, it is necessary to emphasize the education sector.
Emphasis is being placed on implementation of the peace process in accord with the provisions of the Nationwide Ceasefire Agreement. Since regaining the independence, Myanmar has been facing armed conflicts based on political and ethnic diverse attitudes, so the government is striving for restoring the perpetual peace the entire people aspire. If the Tatmadaw has completed its tasks in accord with the provisions of the State of Emergency, it will hold the free and fair election in accordance with the 2008 State Constitution.
The primary duty of the Tatmadaw is to defend the State, and it is now temporarily serving the State responsibilities.
The Senior General stressed the need to dutifully serve the individual tasks for defending the State, to continuously study the assigned duties to have skills in line with the motto:
“Study, Practice and Obey”, take training and strictly abide by the military disciplines. The military discipline is the backbone of the Tatmadaw, so, all need to be disciplined and obedient servicemen. All need to take training on military tactics and thoroughly apply them in the fields. If they do not abide by the basic military tactics and arts of military, they may face the bitter experiences for having great loss in the battlefields.
Hence, individual serviceman needs to take training for health, fitness and skills with good discipline and obedience.
Many training depots of the Tatmadaw are opened in Pyin- OoLwin which is the best location for training. Trainers need to turn out qualified and sharpened officers and other ranks.
It is necessary to observe enhancement of capacity of trainees and deploy them in the right positions. Priority must be given to the qualification rather than the quantity. It is necessary to turn out the officers and other ranks on whom the State and the Tatmadaw rely. The Senior General said that he has emphasized the sharpening the prowess of the Tatmadaw to become the qualified Tatmadaw and strived for enhancement of education qualification of the soldiers and betterment of basic needs for the families. Moreover, as 52 percent population of the nation is women, arrangements were made for emergence of female officers and other ranks to be able to shoulder to shoulder with the armed forces from global countries.
Hence, officers, other ranks and families should strive for improvement of their lives by dutifully discharging the assignments. In so doing, they all need to try hard for their works with honesty and with the mind of satisfaction. The Senior General urged them to arrange their families under the equivalence of income and expenditure. They will have the achievement depending on hard working, disciplinary acts, healthiness and food supplies. They all need to build their lives based on good practices by upholding the concentrated mind. The Senior General then urged them to strive for serving the interests of the respective military units, the Tatmadaw, the region and the State while controlling their minds.
The Senior General asked the needs of officers, other ranks and families who attended the ceremony and attended to the needs before cordially greeted them.
