Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing meets cabinet members of Yangon Region government and departmental personnel

Chairman of the State Admi-nistration Council Prime Mini-ster Senior General Min Aung Hlaing met cabinet members of Yangon Region government and departmental personnel at the City Hall of Yangon City Development Committee this morning.
Also present were SAC members General Mya Tun Oo, General Maung Maung Kyaw, LtGen Moe Myint Tun, U Thein Nyunt, U Khin Maung Swe, Joint Secretary Lt-Gen Ye Win Oo, union ministers U Tin Htut Oo, U Hla Moe, U Aung Than Oo, Dr Charlie Than, U Khin Yi, Dr Thet Khaing Win, U Min Thein Zan, Chief Minister of Yangon Region U Hla Soe, senior mi-litary officers of the Office of the Commander-in-Chief, the commander of Yangon Comm-and, and the mayor.
The chief minister reported on social, economic, health and regional development underta-kings, traffic rules enforcement, revenues and expenses, endea-vours for progress of farming, services, and industrial sectors, ongoing Covid-19 prevention and control activities, opening of treatment centres, Pankhin project to issue NRCs, present and future city water supply programs, adequate electricity supply program, and production of import-substitute goods, Mayor U Bo Htay on city beauti-fying and flood prevention activities and traffic rules enforce-ment. The Senior General looked into the requirements.
Union ministers in attending to the needs, explained the ministry-wise activities for in-dustrial and rural economic development and issuance of NRCs under Pankhin project, interrupted adequate electricity for the city, collection of ele-ctricity bills, Covid-19 preven-tion, control and treatment and health promotion undertakings and national sports development undertakings.
In response, the Senior Gener-al said every citizen must have NRC and household list, as it is an important matter. In the 2020 general election,over 11 million voter fraud cases occurred and over four million people with no NRC also cast votes. General election is important in democr-acy and it should be free and fair. Arrangements will be made for all eligible persons to cast votes in the coming election. Efforts will be made to issue NRCs and ensure correctness of household lists and population lists. Yangon Region has better transport infrastructures and richer technological and human resources when compared with other provinces. So, efforts should be made to issue NRCs for every citizen of the region at the earliest date.
In his address, the Senior General said Yangon Region is inhabited by more than 7.8 million of population, accounting for nearly 15 percent of the country population. Among more than 7.8 million population, there are some 2.5 million of rural people. So, the city dwellers are larger than that of the rural in Yangon Region. As Yangon Region has good transportation facilities for travelling with advancement of technology, Yangon is very convenience for the people for their jobs. Yangon is top in the country for situation of learning. As it had been standing as the capital of the country from the post-independence era to 2006, all works could be done smoothly. As it has sound foundations, officials need to further improve the city.
Although infection rate of COVID-19 which remarkably broke out in the third wave declines to the lowest level, it is necessary to maintain the rate. The government is making efforts for emergency responding to the infection of the pandemic so as to take preventive, contain-ment and treatment measures of COVID-19, and declining of the infection rate can be seen with delightedness. Necessary materials and medicines were stored for providing treatments to the patients. The best preparations must be made for possi-ble further diseases with the farsightedness of the worst sit-uation. Decline of the infection rate in Yangon Region is based on cooperation of the people. So, the Senior General praised the local people of Yangon Region for their cooperation.
Officials need to continuously perform the cleanliness and beautifying tasks of Yangon City. Arrangements are being made to clear the blocks in the drains not to cause flooding in the rainy season. Inundat-ion and flooding were based on blockage of drains. The successive government could not achieve success in cleaning of the drains. The Senior General recognized the officials who minimize the flooding and inundation this rainy season and lauded the residents of Yangon for their cooperation. It is necessary to shape the city as green city and clean city with removing the garbage by growing trees. Beautifying the environment will contribute clean environs and fresh air to the health condition of the people. People need to take physical exercises to have health and fitness. A large number of athletes emerged in Yangon Region, and officials need to maintain the traditions. People open the shops for foods and most of them are located roadsides. Signboards and garbage of some ships scatter on the roads. Hence, relevant officials need to enforce the disciplines for these acts. As such, the Yangon City will be green city, clean city and fair city as well as smart city based on the technology only when the city reduces non-product elements.
The Senior General stressed the need to systematically control the squatters most of who live in Yangon City because they can seek the job opportunities. Labour plans are being implemented in the regions and states to narrow the develop-ment gap between the rural area and urban area. If so, the problems of squatters can be solved. Solving the squatter problems can support the city beautifying tasks.
The Senior General stressed the need for systematic dispos-ing the garbage. The garbage must be classified to incinerate the garbage to produce energy and fertilizers. As such, it is necessary to implement the wave energy. Proper ways and means must be sought from solar power of renewable energy to be generated electrify. On the other hand, electricity must be systematically used. If the people use LED bulbs which can save the electricity, they can save the consumption of electricity, benefitting the State.
Efforts are being made to ensuring convenience of the people for the food supply in the region. Paddy produced in the region is sufficiency for the local people but it needs to increase the more than 100 baskets of paddy per acre for the local growers to earn surplus income for their good economy. Tatmadaw agriculture and livestock farm zones in Yangon Region continuously produce vegetables, meat, fish and eggs as food supplies for the people. Undertaking of food sufficiency in the region will contribute to the regional development tasks with larger money circulation in the region. By implementing the agro based industries related to the agricultural tasks in the region will have more deve-lopment than other regions and states. Relevant departments need to use the existing good foundations to develop the agriculture and livestock tasks. The cooperative system is to be implemented with the direct participation of the people, and successes in cooperative sector can be seen in the developed nations.
People need to pay deserved tax to the State. The government does not increase the tax rate. Every citizen needs to culture the spirit to pay tax in all democratic countries. It can be seen that some citizens operating the businesses do not pay taxes. Only when the government receives the full amount of taxes, will it carry out the development tasks.
It is necessary to manage systematic water consumption with the use of existing water sources for supplying the adequate volume of water to Yangon City. The Senior General stressed the need to inspect and repair the tasks for minimizing the water supply through water pipelines. Now, infection rate of COVID-19 reaches less than eight percent. If the infection rate reaches the
designated number, stay-at-home restrictions and other restrictions will be lifted from the townships. As such, the people need to abide by the rstrictions individually and participate in building the society under the living disciplines.
